CE marking (Conformité Européenne — European Conformity) is the manufacturer's declaration, affixed to a product, that it meets all the essential requirements of the applicable EU product directives and regulations for its category. The CE mark is not a certification, a quality mark, or an approval issued by a testing house or government authority — it is a self-declaration of conformity made by the manufacturer (or their authorised representative for non-EU manufacturers). CE marking is required to place a product legally on the EU market in any category covered by CE legislation. The mark must be affixed visibly, legibly and indelibly on the product, the packaging or the accompanying documents, depending on the product type. 2Which products require CE marking?

CE marking is required for products covered by one or more of the EU's CE-marking directives and regulations. The most commonly relevant categories for e-commerce sellers include: electrical and electronic equipment (Low Voltage Directive 2014/35/EU and EMC Directive 2014/30/EU); radio equipment including Bluetooth and Wi-Fi devices (Radio Equipment Directive 2014/53/EU); toys (Toy Safety Directive 2009/48/EC); personal protective equipment (PPE Regulation 2016/425); machinery (Machinery Directive 2006/42/EC, being replaced by Machinery Regulation 2023/1230); medical devices; and construction products. 3Who is responsible for affixing the CE mark?

The manufacturer is responsible for affixing the CE mark and for the conformity of the product with the applicable EU legislation. For non-EU manufacturers, the EU-established authorised representative can affix the CE mark on the manufacturer's behalf, provided they hold a written mandate and have verified the documentation. 4What is the difference between self-certification and notified body assessment?

For most CE-marked product categories, the manufacturer can self-certify conformity — conducting or commissioning the necessary tests, compiling the technical file and signing the declaration of conformity without involvement from a third-party body. This is the most common route for electronics, radio equipment and many machinery categories. For higher-risk categories — certain PPE, medical devices, pressure equipment, specific toy categories with chemical hazards — a notified body (an accredited third-party assessment organisation approved by an EU member state) must conduct a conformity assessment and issue a certificate before the CE mark can be applied. 1What is a declaration of conformity (DoC)?

A declaration of conformity (DoC) is the formal document in which the manufacturer declares that the product meets all the essential requirements of the applicable EU directives and regulations. It must contain: the manufacturer's name and address (and the authorised representative's, if applicable); the product description and identification — model, type or serial number; a list of the EU legislation and harmonised standards applied; the place and date of issue; and the signature of an authorised person. The DoC must be drawn up in the official language of the member state where the product is placed on the market, or in a language accepted by that member state. 2What is a technical file for CE marking?

The technical file (also called the technical documentation) is the body of evidence the manufacturer assembles to demonstrate that the product meets the essential requirements of the applicable CE directives. Its contents depend on the applicable directive but typically include: a product description and intended use; design drawings, schematics or specifications; a list of the harmonised standards applied and how; test reports from accredited laboratories (or the manufacturer's own testing records, where permitted); a risk assessment; and the declaration of conformity. The technical file is not submitted to any authority — it is kept by the manufacturer and must be provided to market surveillance authorities within ten days of a request. An incomplete or missing technical file makes the CE marking legally invalid even if the product itself is safe. 3How long must CE marking documentation be retained?

CE marking documentation — the declaration of conformity and the technical file — must be retained for ten years from the date the product is last placed on the EU market, under most CE directives. This means that if a product continues to be sold for three years after initial CE marking, the documentation must be kept for a further ten years after the last sale — potentially thirteen or more years in total. 2What is the difference between CE marking and GPSR?

CE marking and GPSR address different aspects of product safety. CE marking demonstrates conformity with the essential requirements of specific EU product directives — it is a category-specific conformity framework that applies to products falling under those directives (electronics, toys, machinery, etc.). GPSR is a horizontal general safety requirement that applies to all consumer products not already fully covered by sector-specific legislation — and it adds the responsible person requirement on top of CE marking for products that are CE-marked. 3What is UKCA marking and how does it differ from CE for UK-origin sellers?

UKCA (UK Conformity Assessed) marking is the UK equivalent of CE marking, introduced after Brexit for products placed on the Great Britain market (England, Scotland, Wales). As of 2026, both CE and UKCA marking are accepted on the Great Britain market; UKCA alone is not accepted on the EU market. 4What breaks without CE marking — listing suspension, fines, seized goods?

Four failure modes in order of likely occurrence: (1) Amazon listing suppression — Amazon removes CE-required category listings where the seller cannot provide a valid declaration of conformity; reinstatement requires documentation submission; (2) customs hold at EU border — market surveillance authorities and customs work together to intercept non-CE-marked products; goods can be held, tested and — if found non-compliant — destroyed at the importer's cost; (3) market withdrawal orders — national market surveillance authorities can order the removal of non-compliant products already in circulation; (4) fines — penalties vary by member state but can reach tens of thousands of euros; criminal liability applies for deliberate placing of unsafe products on the market.
